Meaning of categorical eligibility
A household connected to certain qualifying public assistance programs may be categorically eligible under SNAP rules. The precise program, household composition and type of benefit matter; simply receiving a benefit does not settle every SNAP question.
Two common paths
Traditional categorical eligibility can arise through qualifying cash assistance. BBCE can operate through a qualifying TANF-funded or state maintenance-of-effort noncash program. States choose their BBCE design within federal rules.
Benefit amount still needs a budget
Even where a financial test is treated differently, the agency calculates any payable SNAP allotment using countable income and allowable deductions and reviews applicable nonfinancial rules. Never interpret categorical eligibility as automatic approval of a stated dollar amount.
