State waivers are changing
USDA has approved some state food-restriction waivers. Their start dates and product definitions differ, so a blanket statement that every soft drink is eligible everywhere can become wrong.
Ask at the point of sale
A participating retailer’s checkout system and your state agency can clarify whether a particular item is permitted in your state at that time.
Keep the benefit math separate
A restriction on what the card can buy does not itself change the federal income or allotment calculation. Eligibility and shopping rules answer different questions.
