General checkout rule
USDA normally excludes foods that are hot at the point of sale, even if a grocery store sells them alongside regular food. Cold food for the household may be treated differently depending on the item.
Restaurant Meals Program
A participating state may authorize certain older adults, people with disabilities and people experiencing homelessness to buy prepared meals at approved restaurants. Both the customer and restaurant must qualify; a standard EBT card does not unlock meals everywhere.
Temporary exceptions
After certain disasters, USDA may approve a time-limited hot-food waiver for affected areas. Check the official state notice for dates and counties rather than relying on an old article.
How to confirm before buying
Ask your state agency whether your card is enrolled in a Restaurant Meals Program and check the participating restaurant list. For a specific supermarket item, the register and retailer can clarify current eligibility.
