SNAP and rent: what housing costs change

Understand the excess shelter deduction without assuming rent is subtracted dollar for dollar.

Understand the excess shelter deduction without assuming rent is subtracted dollar for dollar.

Rent is part of a formula

Housing costs may reduce countable net income through the excess shelter deduction. Generally the agency compares allowable shelter costs with half of income after other deductions. The amount over half can be deducted, subject to applicable limits.

Utilities are not always actual bills

Many state agencies use standardized utility allowances for heat, electricity or phone costs. The allowance depends on household circumstances and state policy. The sum of every bill in your budget may be different from the amount the agency uses.

Older or disabled household members

A household with an older or disabled member may have no federal cap on the excess shelter deduction. Keep the lease, mortgage statement and utility information, and ask the agency which costs it can verify.

If you move

Report address, rent and utility changes according to your state’s reporting instructions. A change in shelter costs can affect the benefit amount at recertification or after a reported change.
