Resources are different from income

Income is money coming in; resources are assets already available, such as cash or bank balances. A family can meet an income test yet face a resource test in a state or category where one applies.

Common exclusions

A primary home and many retirement accounts are usually excluded under federal rules. Vehicle treatment depends on federal exclusions and state policy. Do not assume the resale value of every family car counts as cash.

BBCE can change screening

Many states use broad-based categorical eligibility, which can align resource rules with TANF-funded programs. This is not a blanket promise that every applicant in the state has no resource test. Household category and the state’s current policy matter.

Report truthfully

List resources when the official application asks for them. The state agency can identify exclusions. An unofficial calculator cannot verify ownership, accessibility or state-specific treatment.
